Chicago colleges would adopt ‘yes means yes’ sex standard under mayor’s bill

This article by RedEye buries the lede, as we say in journalism: Mayor Rahm Emanuel is pushing an ordinance that would impose the “affirmative consent” standard for consensual sex on all colleges with campuses in Chicago.

The Chicago Tribune publication emphasizes the ordinance would create a “Sexual Assault Victim’s Bill of Rights” that is more about disclosing information than making policy changes:

Among those rights, the ordinance says, are “their right to contact campus, local, and or State law enforcement,” about the assault. The ordinance would also require schools to inform “both the accuser and the accused that they have the same opportunity to have others present at their hearings, and both shall be informed of the outcome of any campus disciplinary hearing.” The schools would be required to widely publicize the Bill of Rights to all students, and specifically distribute it to alleged sexual assault victims.

Further down, RedEye notes the proposed ordinance cites California’s new affirmative consent law and New York Gov. Andrew Cuomo’s imposition of a slightly different version of affirmative consent on the State University of New York system.

What’s odd is that neither Emanuel’s official mayor’s website nor his official Twitter feed, both of which provide comprehensive information on recent activities and proposals, mention the proposed Bill of Rights.
